‘HORSE RACING SHOCK’ BHA issues ban on seven Cheltenham riders for ‘misconduct’ as controversy over ’embarrassing’ false start rocks racing

In a move that has sent ripples through the world of jump racing, the British Horseracing Authority (BHA) has imposed bans on seven jockeys at the prestigious Cheltenham Festival for misconduct after a series of chaotic false starts raised serious questions about race-day procedures. The decision, coming in the aftermath of multiple starters being restarted and disrupted, has sparked intense scrutiny of the sport’s regulatory oversight, with senior figures describing the incident as “embarrassing” for the industry.

The bans follow the festival’s early rounds, when several races were affected by false starts, undermining the integrity and flow of competition. According to steward reports, key infractions centred on riders failing to “approach the tape at a walk or jig-jog,” thereby contributing to the repeated restarts. Among the suspended were riders Keith Donoghue, Sean Flanagan and JJ Slevin—all from Ireland—who were penalised after actions deemed to have disrupted the start process. Donoghue and Flanagan each received one-day bans, while Slevin, cited for a repeat offence, was suspended for two days. Four additional jockeys—Jordan Gainford, Danny McMenamin, Darragh O’Keeffe and Derek Fox—were also handed one-day bans for similar breaches. 

The controversy has drawn direct criticism from respected voices in racing. Peter Scudamore described the series of false starts as “an embarrassment” and accused the sport of taking punters for granted with inconsistent procedures at the tape. He questioned the starting process, noting: “There is no consistency, sometimes the horses are let go moving forward then another time they are stopped.”  For his part, Donoghue admitted that differing starting conventions between Ireland and Britain may have played a role, pointing to a perceived lack of clear communication at the start line.

From a governance perspective, the BHA acknowledged the problem was multi-faceted. Its chief executive and regulatory officer, Brant Dunshea, warned that had officials simply dropped the flag and let the field go, the result might have resembled the disastrous “Charge of the Light Brigade” scenario, stressing that the stakes and complexity of the event demanded strict command of the start. According to the Racing Post, the BHA said it would review the protocols at future meetings—particularly those with standing starts, such as at Aintree Grand National—to ensure that the sport avoids a repeat of the disruption.

Under the steward’s report, the core issue was that riders must approach the tape at pace governed by either a walking or “jig-jog” pace; any accelerated approach was unacceptable and deemed to compromise a fair start. In the worst-affected races, the field were described as over-eager, charging the tape and causing multiple re-starts that drew boos and derisive comments from spectators. The disruptions were particularly pronounced on the second day of the festival, when false starts and restarts began to pile up, further eroding confidence in the event’s smooth running.

The bans themselves serve both as punishment and as a deterrent— a clear signal from the BHA that jockeys must adhere to the rules and perform their regulatory duties as expected. However, their effectiveness may hinge on addressing the root issues: the starter’s positioning, communication with riders, and consistent enforcement of start procedures. As Donoghue pointed out, what may be standard practice in Ireland differs from Britain, meaning jockeys might be operating under one set of expectations and experiencing another in practice. 

For racing’s broader ecosystem—owners, trainers, punters and organisers—the fallout raises urgent questions. Did moderators fail to manage the start line? Are the procedures themselves outdated or miscommunicated? Will this impact the credibility of festival racing, a calendar highlight for the sport? Some commentators are now suggesting a wider review of starting processes, not just at Cheltenham but across all major jump meetings, is overdue. 

There is also the commercial angle to consider. The Cheltenham Festival attracts high stakes, significant betting turnover and plenty of media attention. Unplanned delays and false starts not only frustrate audience expectations but also pose reputational risk to sponsors and broadcasters. The BHA knows that timing and reliability are key to delivering an experience consistent with the premium nature of the event.

In coming weeks, the BHA is expected to engage in deeper consultation with the Professional Jockeys Association (PJA), starters, stewards and trainers to craft stronger protocols, clearer communications and perhaps new safeguards for the start process. The organisation has insisted the current rules were the result of years of stakeholder input—but acknowledged that implementation this year fell short.  Whether the seven bans fully restore confidence remains to be seen.

In summary, this “shock” move by the BHA has exposed underlying vulnerabilities in one of jump racing’s highest-profile festivals. Amid the thrill of the sport and its tight margins, the start line has emerged as a flashpoint. For the jockeys concerned, the bans are a blow. For the sport, the message is unavoidable: professionalism and procedure cannot be compromised if horse racing is to maintain its standing and trust among all who watch, back and participate in it.
